Mob attacks police team, 2 injured
Orgs hold protest rally, demand arrest of all attackers
Itanagar, Sep 11: Two policemen were seriously injured when a mob attacked a police team that went to a village under Lekang Administrative circle in Namsai district in search of drug peddlers, an official said today.
The mob attacked the police team with machete injuring two including sub-inspector D Singpho during its raid yesterday, Additional Deputy Commissioner M K Deori said.
The injured policemen were shifted to a hospital at Dibrugarh in Assam in a critical condition.
The villagers also manhandled Namsai SP C K Mein and two accompanying officials who went to the spot on hearing the incident, the ADC said.
Later, police reinforcement reached the spot and brought the situation under control.
Namsai is one of the districts in Arunachal Pradesh which is badly affected by the drug menace.
Meanwhile, Deputy Chief Minister Chowna Mein condemned the attack on police personnel. The DCM asked the district administration to deal strictly with the offenders.
He has also instructed the district administration to clear the air about rumour on murakatta (head hunters) by conducting thorough into it.
Various organizations of Namsai district have come together to show solidarity with the police team and raised their voice against the physical attack on police team.
Condemning the incident in its strongest terms, the organizations demanded immediate arrest of all the culprits involved in the barbaric attack.
Various NGOs, Mahila mandals, student unions of Namsai submitted a joint memorandum to the Lekang EAC showing unanimous support to police.
Mass protest rally by various NGOs, Student union and public was also held which culminated at Mahadevpur Police Station. Later, they also submitted 5-point memorandum in the police station.
The Tai Khampti Singpho Council and Tai Khampti Development Society while taking serious note of the incident, urged the Namsai Administration and the Police to nab all the culprits immediately.
All Tai Khampti Singpho Student Union (ATKSU) termed the act as highly uncivilized and condemnable. The Union extended its solidarity with the victims and the custodians of the law.
All Namsai Area Youth Association (ANAYA) also vehemently condemned the incident urged the district administration to form narcotic team in the district to control the drug menace as soon as possible.
Meanwhile, it is reported that a police team led by EAC Mahadevpur arrested two persons and put them behind the bars in Mahadevpur Police Station. (With inputs from PTI)
Flood water creates havoc in Daporijo

DAPORIJO, Sep 11: Rise in water of Sigin river due to heavy rainfalls flooded Daporijo township on Sunday morning.
Many residents were rendered homeless and a trail of devastation followed. However no loss of human life was reported.
The unprecedented heavy rain caused the water from Sigin River to flow into the town badly affecting Sigin Colony, Polo Colony, Dilli D Colony, Power Grid, Golden Market, Super Market and many other places in Daporijo.
Many kutcha houses and RCC toilets located near the banks of Sigin river were swept off, while domestic animals were lost in the deluge.
Further paddy fields and granaries located near Sigin River were also swept away. Huge amount of properties were left damaged and commodities for sale in the market were washed away. Many other perishable goods were also damaged.
Official assistance and relief was yet to reach to the people.
Lowang calls for inculcating work culture
DEOMALI, Sep 11: Minister Agriculture, DoTCL, Trade and Commerce, Wangki Lowang has called on the government employees and the public leaders to inculcate work culture for development of the area. He was interacting with the government officers and public leaders at Deomali on Saturday.
Lowang added that the educated youth should explore opportunities for self-employment in Agriculture, Horticulture and other sectors as the government cannot provide jobs to everyone. Informing on the policies and programmes of the state government, he assured the HoDs and public leaders to address the pressing problems faced by the people of the area.
Earlier, Tirap Deputy Commissioner, Ravi Jha apprised about the scopes, challenges and problems of the district and highlighted on some of the development initiatives started by the district administration.
Union Minister to launch Jan Ausadhi Yojna on Monday
ITANAGAR, Sep 11: The Union Minister of State for Chemical, Fertilizers, Road Transport & Highways and Shipping Mansukh Mandaviya will launch Pradhan Mantri Jan Ausadhi Yojna (PMJAY) at State Banquet Hall here on Monday in presence of Chief Minister Pema Khandu.
On the occasion, a tripartite Memorandum of Understanding (MoU) will be signed between the Government of India represented by Director of Bureau of Pharma PSUs of India (BPPI), the Government of Arunachal Pradesh represented by Director of Health Services and Hospital Development Committee/Rogi Kalyan Samiti of Government Health facilities represented by Chief Medical Superintendent or District Medical Officers.
'Jan Aushadhi' is a campaign launched by the Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers in association with Central Pharma Public Sector Undertakings (CPSUs) to provide quality medicines at affordable prices to the masses.
With its launch in Arunachal Pradesh, Jan Aushadhi stores will be opened at Tomo Riba State Hospital, 6 General Hospitals and 57 CHCs across the state in a phased manner to provide generic drugs. In simple terms, generic medicines are unbranded medicines which are equally safe and having the same efficacy as that of branded medicines in terms of their therapeutic value. It will be available at lesser prices in some case upto 10 times less costly but equivalent in quality and efficacy as expensive branded drugs. The generic medicines for Jan Ausadhi Scheme will be procured from CPSUs and number of private suppliers and tested under NABL certifications to maintain efficacy, safety and quality of drugs supplied.
Sartangs in search of identity

In his early 60s, Chatok Nathongjeea, priest from Jerigaon was seemingly lost in a world of his own, immuned to cacophony around him at Bomdila Festival in 2015. So was his assistant, Geshi Tamu Yamchodung, who seemed at least a decade younger.
Animist priests of Sartang tribe, they were pensively looking, casting their ‘hypnotic gaze’ on every passer by like the Mariner in S.T Coleridge’s Lyrical Ballad (The Rime of Ancient Mariner) inside a tent pitched by Indian Army. Perhaps, they wanted that their story of unique ritual practice be told to the world.
Ritual materials, extracted from remains of the animals were on display, but it was hardly a cynosure of the visitors, as many scuttled past without a slight glance upon it.
Like a hypnotized prey that falls into a trap, I stumbled upon the ritual materials, even though it looked eerie as my curiosity anchored on it. It is believed that animist priest draws spiritual power from remains of dead animals and sometimes from human remains.
The priests were not able to share the stories about their culture to the few curious visitors and media persons. Their knowledge was seemingly limited to unique ritual practice.
Sartang, a marginalized tribe in terms of socio-economic and political development are inhabitants of West Kameng district. They are arguably one of the least-known tribe in the entire Arunachal Pradesh. Extremely rich in religious and ritualistic practices, this tribe has many untold stories to be told.
The tribe has little similarity with Monpa and Sherdukpen tribes. Roughly estimated to be little over five thousand people, Sartang tribe largely lives in Nafra and Thembang in West Kameng district. They worship a supreme deity called ‘Tang.’
It is said that on 19 March 2000, Sartang tribe was approved as one of the major tribes of Arunachal Pradesh. Subsequently, many had received Schedule Tribes (ST) certificates issued by Deputy Commissioner, Bomdila between 2001 to 2002.
Later, then Chief Secretary Tabom Bam issued a notice to DC Bomdila instructing him to issue ST certificate as per the Constitution (ST) Order 1950. Since then certificates are being issued to the Sartang as one of the Monpa tribe.
Sartang Elite Society (SES) President L.T Napodu believes that ignorance of community’s elders and apathy of district administration to their issues has led to identity crisis of the tribe. “Instead of promoting our tribe, the district administration is reluctant to acknowledge our tribe even during state events, depriving us opportunities to promote our own culture” rued SES President. They have demanded for separate circle headquarter at Sarali. The tribe has eight villages including Rahung and Jerigaon, which are considered as most populated villages.
Sartang Welfare Society President Mongjing Kasidow believes that their unique ritual practices and rich culture is no longer safe. Due to denial of the authority to officially recognize them as a tribe and their cultural and traditional values, the tribe is facing numerous problems. If enough efforts are not put, the tribe may not be able to withstand the onslaught of new cultures.
In order to keep their culture and tradition intact, the community has started documenting its rituals and other important cultural practices, through writing, videography and photography, tells L.T Napodu. Before it is too late, the Govt needs to do something for sake of the identity of the community, Napodu added.
Bilat PHC sans regular doctor

RUKSIN, Sept 11: The villagers of Mirem, Bilat and Remi-Miglung areas in East Siang district have expressed strong resentment over the alleged indifferent attitude of the state government for improvement of education and health sectors in the backward area.
The locals said that the Primary Health Centre (PHC) set up at Bilat is running without single regular doctor for the last six months, which is causing untold miseries for them. Lack of a regular doctor in the PHC has become serious problem here.
It is reported that a couple of doctors were transferred from the PHC six months back, while the third one has been released on leave for higher medical study. The district health department has adjusted a doctor of Korang PHC to look after Bilat PHC, who attends the centre two to three days a week. But, the people alleged that the single doctor, who intermittently attends Bilat PHC, has failed to serve the patients in need.
Bilat area under Ruksin Sub-division falls under Pasighat West constituency. The PRI members of the areas led by Miglung ASM, Tapu Darang have moved the local MLA to initiate immediate posting of doctors to the most important rural PHC in order to ease the people's agony.
Local MLA Tatung Jamoh, when contacted, affirmed that he had directed the district health department for posting of regular doctor in Bilat PHC, and is under process.
Further, the PRI leaders lamented that the education department recently transferred two subject teachers from Bilat Govt HSS without posting any reliever. The guardians alleged that shortage of teachers in the school was badly affecting the academic session, which might witness the re-occurrence of poor performance and results.
It may be recalled that the authority, taking the poor CBSE result of the school last session had suspended the School Principal.
Meanwhile, the PRI members of Bilat block moved East Siang Deputy Director of School Education demanding posting of adequate number of subject teachers in Bilat HSS. The leaders also requested their local MLA to take fruitful initiative in this regard.
Universal Brotherhood Day observed at VKV Ziro
Ziro, Sep 11: The Universal Brotherhood Day, to commemorate the famous Chicago address of Swami Vivekananda in the World Parliament of Religions in 1883, was celebrated in a befitting manner at VKV Dobi, Ziro on Sunday.
Attending the programme, Zir-Hapoli MLA, Tage Taki expressed gratitude to the Vivekananda Kendra for uplifting the secondary education scenario of the state. With more than 30 VKVs spread across the length and breadth of the state, their contribution to an educated society is immense. The dedicated group of teachers from across the country who impart value based education to our children should be held in highest esteem, he advised the students, parents and the guardians.
The thoughts of Swami Vivekananda pertaining to religion, patriotism, morale and nation building should be institutionalized through VKVs. These should be the hallmark of a VKVian, he added.
Also addressing the parents and the guardians of the students present, Taki said that the family is the first institution where the children gain its first morale education. As responsible parents we will have to impart and practice good values around our children.
Taki assured to make the approach road concrete and the school assembly in the current financial year. Also on learning that the VKVs are up to secondary education level, he assured to look into opening a VKV college in his tenure as an MLA.
Professor Nani Bath from RGU also spoke on the occasion. He advised the students to be rooted to their own culture and tradition in spite of all influences. Respecting each other's religion alone will ensure religious harmony. The political ideology preached by Swami Vivekananda more than 100 years back, has been accepted and appreciated worldwide today, he added.
Kuru Tubin of Cl IX presented the Chicago address of Swami Vivekanada. A cultural programme and traditional fashion show by the students were the part of the celebration.

Sincerity, hard work mantras for success: Ngandam
ITANAGAR, Sep 11: Sincerity, hard work and perseverance are the mantras for success, said Education Minister Honchun Ngandam
Ngadom, who attended the felicitation cum interaction programe organized by Tirap Changlang Longding Namsai Students Union based in Itanagar at Siddartha Hall here on Sunday, advised the students to study hard saying that there was no alternative to sheer hard work to achieve success in life.
The Education Minister also spoke at length about the responsibilities of students towards the society and nation as a whole. He asked the students to fulfill their parents' dreams and wishes.
He congratulated all the students, who have excelled in various examinations during the academic session 2015-16.
Head of Botany Department Dr. Sumpam Tangjang motivated the students and asked them to set goal and study hard to achieve it. He also informed about the various schemes and scholarships which can be availed for their studies.
Nephawangsa, a student from Rajiv Gandhi University spoke on social changes and how student can be an agent of social changes in remote villages of the districts.

NGO launches mission 'Shiksha hi Shakti'
ITANAGAR, Sep 11: "United Charity," a renowned NGO of the state on Saturday while celebrating its 1st foundation day here at the Siddhartha Hall launched a mission themed "Shiksha hi Shakti" which aims to provide free tuitions to the underprivileged children of I G Park Primary School, Itanagar.
Lauding the initiative which is unique and praiseworthy in its own way, 19th Nyapin MLA cum government spokesperson Bamang Felix who graced the occasion called upon the members of the NGO to keep up the zeal and take the initiative further to other schools as well.
Felix, further also assured full support from his side to the members in their future endeavors.
United Charity chairperson Sangge Droma, members Yora Simi and Sanju Roy also spoke on the occasion.
Among others present on the occasion to encourage the NGO were, former NESO general secretary Gumjum Haider, AAPSU finance secretary Suraj Tayum, social worker Lilly Riba Jomoh, Everester Tine Mena, social worker Nabam Serbang, ANSU Art & Culture secretary Hillang Nima and Capital Division AUPO Taba Boda.

The United Charity members, which mostly include youths, from September 17 next, would start giving free tuitions to the students of the I G Park Primary School, Itanagar every weekend.
We will initially start from this primary school and try and teach the children what we have learned. Out coaching would not only include bookish knowledge but also sports and co-curricular activities so that the children are kept interested, informed Sangge.
APLS pays tribute to eminent literary personalities
ITANAGAR, Sep 11: Another literary day was annexed in the literary journey of Arunachal Pradesh Literary Society, Apex Body in the state through 77th literary session at conference hall, JN State Museum, Itanagar, on Sunday chaired by its president Y D Thongchi.
The literary sitting was initiated with condolence by the members to pay tribute to Mahaswata Devi, Gyanpeeth and Magsai Awardee writer, Tumpek Ete, eminent literary personality in the field of folk literature and former MLA, Mahim Bora, former president Asom Sahitya Sabha, Nalinidhar Bhattacharya, prominent poet and Dr. Anima Bharali, short story writer who passed away recently. There literary contributions were briefed by Y D Thongchi.
The literary presentation was initiated by Aryaman Das Borah followed by Yabin Zirdo, Dopi Riba, Nomi Mega Gumro, Inumoni Das Borah and Dr. A. K. Pandey who came up with self composed poems. Dr Sukamal Deb and Unne Pertin presented articles. A story in Assamese wrote by Janhabi Gogoi was read by Mukul Pathak.
It had been decided in the meeting that the statue of Dr. Bhupen Bazarika is going to be erected in Bolung village in a plot donated by Tony Pertin, Advocate and vice president of Adi Bane Kebang during November next informed Batem Pertin, general secretary APLS.
Further, Thongchi informed that IVth issue of PRAYAS, multilingual literary magazine and mouth piece of APLS is going to be published in December 2016. Public oppose dismantling of Bameng Coop. building
ITANAGAR, Sep 11: The public and intellectuals of Bameng held a meeting here on Sept 7 in connection with reported dismantling of the Bameng Co-operative building and other government quarters and endorsed All Bameng Khenewa Lada Student's Union (ABKLSU) to ascertain the facts regarding the demolition of the building within a week.
Alleging that the co-operative building of Bameng has been demolished and structures are being raised purportedly for multi-storied residential building, a part of which will be rented out to the Apex Bank, they said "the establishment of a bank is a long pending demand of the people of the area. We will welcome it, if the step taken is in the best interest of the people." However, they opposed the demolition of Co-operative building allegedly for paving way for construction of private residential building.
They urged the union to take up the matter with the East Kameng Deputy Commissioner, Bameng ADC and MLA to ascertain whom the plot of land has been handed over to and whether the buildings under construction on the site have been funded by the government. They also urged the union to ascertain the future owner of the plot of land.
The ABKLSU president has been requested to take up the matter with the concern authority and person within 7 days with September 9 being the first day failing which the people of Bameng, Khenewa and Lada will resort to democratic movement and legal process.
Besides, ABKLSU has also been requested to take up the matter of poor execution of various projects in Bameng Assembly Constituency and execution of projects in advance before sanctioning with the DC.
"Many projects are being executed well ahead of the projects got sanctioned. How projects can be executed in advance without detailed project report," they questioned.
The projects should be implemented as per the standing Government, instruction and also as per the Detailed Project Report, they said, and demanded that all on-going projects should be stopped immediately.

‘Run for Badminton’ receives overwhelming response
ITANAGAR, Sep 11: The Marathon race with theme 'Run for Badminton,' organized by Arunachal State Badminton Association (ASBA) to promote the sport of badminton received overwhelming response and good participation across the State.
The marathon race was organized in all the districts by their respective district administrations and badminton associations under the aegis of ASBA on Sunday.
Reports of organization of the event have been received from East Kameng, Namsai, East Siang, Upper Subansiri, Lower Subansiri, Lower Dibang Valley, Anjaw, Tirap, Lohit, Dibang Valley, West Siang, Kurung Kumey, Longding, Kra- Daadi, Papum Pare, Tawang till filing of this report.
At Seppa, the event was flagged off by EKSWCO chairman Safar Pao in presence of Gyawepurang ZPM Demo Gyadi.
Altogether 400 runners took part in the marathon. The male participants covered a distance of 16-km while it was 10-km for the female.
The first, second and third position winners received cash awards of Rs 10,000, Rs 5000, and Rs 3000 respectively beside certificates.
At Anini, Dibang Valley Deputy Commissioner Tamune Miso flagged off the race at 5.30 am, which was organized in two categories separately for men and women.
Hundreds of people, including students, Govt. employees, Panchayat leaders and members, general public took part in the race.
Prizes to the winners were given away by the DC along with the ZPC.
At Khonsa, the event was flagged off by Khonsa East MLA Wanglam Sawin and Tirap Deputy Commissioner Ravi Jha in presence of the ZPC, SP, HoDs, public leaders and participants (both men and women).
The race was started from Khonsa bus stand to Kaimai village road point and back covering a total distance of 12km.
Later, the MLA, DC, SP and ZPC gave away the prizes to the winners of both men and women categories.
At Ziro, Lower Subansiri District Badminton Association president Toko Ottu and DSO Ajong Sitek flagged off the marathon race.
The race started from Govt. Higher Secondary School, Ziro to Old Ziro and back covering 14 km.
As many as 99 men and 32 women took part in the Marathon Race.
The event at Tawang was flagged off by Deputy Commissioner Sang Phuntsok at General Parade ground. Around 200 people took part in the race.
The winners, second and third position holders were given cash awards of Rs10000, Rs.5000 and Rs.3000 respectively. Consolation prize of Rs.2000 each was given to 7 participants in both men and women categories.
All the winners of the district level races will participate in the final Marathon Race to be held in Capital Complex with the same theme on September 17.
The marathon race here will start at Rajiv Gandhi Stadium, Naharlagun at 6 am and culminate at IG Park, Itanagar.
Meanwhile, preparation is almost complete for the ensuing Dorjee Khandu National Senior Ranking Badminton Championship, 2016 to be held here from September 20, informed ASBA secretary Bamang Tago.
"We are well prepared for the championship," Tago said during the final review meeting here on Sunday. He sought support and cooperation from all to make the event a grand success.
He informed that top badminton players from across the country will be seen in action during the championship.
So far, 394 players from various states and UTs have confirmed their participation.
ASBA appreciated the State Government for extending all support to the association in organizing the national championship, which is being held for the first time in the state.
He also lauded the district administrations, district badminton associations, DSOs and others for their whole-hearted support and active participation in the "Run for Badminton" event making it a grand success.
Earlier, the new ASBA office at Raj Bhawan Badminton Stadium was inaugurated by Director of Sports Tadar Appa.
Mein inaugurates 1st Namsai District Football Tournament
NAMSAI, Sep 11: Deputy Chief Minister Chowna Mein on Sunday inaugurated the first Namsai District Football Cup tournament here amidst huge gathering of football lovers.
The tournament is being organized by All Namsai Districts Students Union (ANDSU) in collaboration with District Sport Officer Lohit & Namsai district. Altogether 24 teams from Namsai and Changlang district are participating.
The teams are divided into 4 pools of 6 teams.
The semi finals of the tournament will be played on October 6 and 8 and the Final match on October 11.
The winning team will be awarded cash award of Rs one lakh along with cup. There are also prizes for individual achievers.
The inaugural match was played between RSFC Mahadevpur and GHSS Namsai.
Speaking on this occasion, Mein exhorted the students and youths to shun drugs and sensitize people about the ill-effects of drugs abuse and asked them to pledge to say 'No' to drugs.
Mein said that promotion of sports is important for the society and the state government has accorded priority to development of sports infrastructure.
Earlier, the Deputy Chief Minister was introduced with the players of the both the teams.

Id-ul-Zuha greetings
ITANAGAR, Sep 11: Governor of Arunachal Pradesh J P Rajkhowa and Chief Minister Pema Khandu have extended their greetings to the people of the State in general and to Muslim brethren in particular on the auspicious occasion of Id-ul-Zuha.
The Governor expressed hope that the occasion will further promote the rich Islamic tradition of faith and devotion amongst the believers in the society.
He said that Id ul Zuha, which is also known as Eid al Adha or Bakrid reminds us of the absolute faith of Ibrahim (Abraham) in Allah and promotes good will amongst the people.
May Id-ul-Zuha this year usher in happiness and prosperity for all and continue to strengthen our composite society, the Governor wished.
Conveying his Eid al-Adha or Bakra Eid greetings, Chief Minister Pema Khandu stated that he joins the Muslim community in the celebration of the three-day festival.
"As the festival honours the willingness of the Prophet Abraham to sacrifice his son Ismail to God showing his extreme faith, let's all strengthen our belief and faith on the Almighty and be good human beings," Khandu said.
The Chief Minister expressed hope that the festival would also remind all of freedom of religion and faith and thereby sending a strong message for communal harmony and respect for each other.
DCM Mein meets AITC MLA at Tengapani
NAMSAI, Sep 11: Deputy Chief Minister Chowna Mein on Saturday had a brief meeting with first Mayor of the newly-formed Bidhannagar Municipal Corporation, Sabyasachi Dutta here at Kongmukham (Golden Pagoda) lodge at Noy-Chenam (Tengapani).
Dutta also the AITC MLA from Rajarhat New Town in Kolkatta is on a maiden tour to Namsai district to witness the grandeur of the region.
During their short meet, both discussed on tourism related activities of their states.
Impressed with the beauty of the region, Dutta informed that still there are large areas in the State and NE region in particular which are untapped from the tourist point of view. There is great potential for development of tourism, particularly in Arunachal Pradesh and NE region as whole, which require proper tapping with immediate effect. Although tourism is the responsibility of the state governments, the Central Government should lend all help to develop tourism in this region, he added.
Cleanliness drive at CHC Miao
MIAO, Sep 11: Awareness cum cleanliness drive was conducted in the premises of CHC Miao on Saturday by the Galo Welfare Society, Miao unit.
A total of forty volunteers including the doctors and staff of the hospital participated in the cleanliness drive.
While thanking the members of GWS, Miao unit for taking up such a noble cause, the C.H.C incharge Dr. Hanson Jongsam reiterated that such noble cause must be taken up by the society members in the near future as well.

DAPORIJO, Sep 11: A social service at district hospital Daporijo was organised by Leyu Welfare Society on Saturday.
Participating in the social service, Upper Subansiri DC, AK Singh appealed all to keep up the spirit of cleanliness and make the town clean and hygienic. He called on for creating awareness in the villages.
Dustbins were also distributed at the hospital during the social service. ZPM Sigin-I, Rocky Mothu briefed about the cleanliness drive and appealed for regularly conducting social services in the town.
DMO, Dr. N Geyi, members of LWS, PRI leaders, medical staff and others participated in the social service.
Ruksin to host first ever Mega Solung

RUKSIN, Sept 11: Mega Solung Festival will be celebrated at Ruksin town on September 15.
The 3-day Mega festival event includes all rituals of Solung festivities including Mithun sacrifice, Taku-Taabad, Binyat and Limir Libom Aabang besides cultural and literary programmes.
President of 'Ruksin Mega Solung Celebration Committee Yide Potom informed that preparations for smooth conduct of the Mega Solung are almost complete.
Minister for RWD, Labour & Employment Kumar Waii, Tali MLA Markio Tado and Jonai (Assam) MLA Bhuban Pegu and community leaders will attend the inaugural function of the Mega Solung.
Leader demands revocation of Govt. order
ITANAGAR, Sep 11: Public leader and social activist Vijay Sonam urged the state government for revocation of the government order on permissible variation in rates for award of works from the estimated cost specified in the bid documents at 5% on the lower side.
The order in question has put the contractors in a disadvantageous position as even if a reputed firm/contractor wants to bid at a lower side than 5%, he cannot do because of restriction imposed on the intending tender by the said order, said in a representation written to Chief Minister.
The state is losing huge amount what otherwise could have been a saving for the state exchequer, if a firm bid lower than 5%. The sense of competitiveness and quality has almost been discarded as all firms bid at less than 5% of the estimated cost, he said.
"The said order seems to have been issued to fulfill vested interest and to manipulate award of works as when both the bid amount is equal, the Department holds the discretionary power to choose anyone of the firm," Sonom said.
"It will be in the interest of the public if the permissible variation in rates for award of work from the estimated cost specified in the bid document at 5 % on the lower side is re-examined to pave a way for competitive bidding to ensure quality of works," Sonam opined while referring to the office memorandum issued by the Department of RWD, Govt. of Arunachal Pradesh dated 11th January, 2013.
22nd Vishwakarma Football Championship begins
ITANAGAR, Sep 11: The 22nd Vishwakarma Football Championship, 2016 kicked off on Sunday at KV No. 2 playground, Chimpu near here amidst a huge crowd. The tournament is being organized by Lion Club of Chimpu.
Itanagar Market Welfare Association (IMWA) president Yumlam Achung and Biri Too, PRO,TKEE CON Pvt. Chimpu attended the inaugural function. Speaking on the occasion, Achung and Biri Too advised the players to maintain the spirit of sportsmanship and the importance of sports in every field. They also advised players to stay away from alcohols, drugs, smoking etc.
A total of 25 teams are taking part in the tournament, which have been divided in 8 Pools.
Vivek Vihar Football Club defeated All Chimpu Village Youth Association 2-1 in the inaugural match.
The scorers for VVFC were Rigio Tapu and Tailyang Ribia while the lone scorer for ACVYA was Toko Tei.
On Monday, Marcy Sono FC will meet Hunter in the first match at 2.30 pm while the second match will be played between Rughu Society FC and Kyoda FC at 3.30 pm.
KKDSU resents delay in investigation
ITANAGAR, Sep 11: Kargu Kardi District Students' Union (KKDSU) has expressed its strong resentment over the alleged slow pace of police investigation into brutal attack on its convenor Mebom Jillen.
Claiming that the attacker is a habitual offender, KKDSU demanded immediate arrest of the culprit before expiry of its five days ultimatum.
It appealed to all apex community based organizations, students unions to support the union's fight for justice.
Meeting held for urbanization of Kimin
Kimin, Sept 11: A public meeting for finalisation of boundary demarcation of urbanization of Kimin township area and for Nagar Panchayat was held under the chairmanship of SDO J. Padung.
All PRIs members, senior public leaders, GBs, NGOs, senior citizen and general public attended the meeting. Sr. Town Planner, S. Singh, and Town Planner, Likha Suraj from Urban Development and Town Planning also attended the meeting and briefed the people on importance and benefits of urban areas and Nagar Panchayat.

Govt neglecting judiciary
The Indian judiciary is facing precarious time due to government’s delay in filling up the vacancies of judges. Chief Justice of India T S Thakur on Sunday once again called for accelerating the process of appointment of judges. The CJI has flagged the issue in his public speeches on many occasions in the recent past. He has even pleaded Prime Minister Narendra Modi to fill up the vacancies at the earliest. However it is strange that government is not taking this issue seriously. Union government has not shown any interest to fill up the vacancies.
As per the Law Commission's report in 1987, 40,000 judges were needed then, but even
today the strength of judiciary was only 18,000. Today 468 of nearly 900 posts of
high court judges is still vacant. Due to lack of judges the number of pending cases
is multiplying with each passing weeks. At present, there are 45 lakh cases pending
before high courts. With the time required to fill the vacancies expected to stretch
beyond 2016, the backlog of cases is likely to spiral towards the one crore mark.
